As a Program Analystevery day is a chance to tackle an array of management information systems, business analytics, and administrative tasks in support of an integrated One-Stop team that delivers comprehensive employment training, job placement and follow up services to job seekers and employers, according to requirements of the Workforce Innovation and Opportunity Act (WIOA) and one or more area Workforce Development Councils. The stability of this position depends directly upon individual and team performance, goal attainment, and funding.

A successful Program Analyst will be an excel guru, analytical, able to work well under pressure, meet multiple and conflicting deadlines, and demonstrate the ability to work with a broad customer base. Our analysts work in a collaborative relationship with management, partners, and front line staff to meet goals of the program and fund source. In this role you will need an eye for detail, flexibility and the ability to work at the pace of business.  
 

As a Program Analyst, a day might include the following:

  • Spend an hour in the morning reviewing data systems, generating reports, correcting errors, and training staff.
  • Collect, identify, evaluate, and examine programmatic and financial data for Agency use; generating both standardized and ad-hoc reports for case management, performance, and quality control. 
  • Ensure accurate and timely collection of data into appropriate MIS databases  
  • As the Subject Matter Expert on WIOA law, regulations, legislation and policy, participate in LEAN process management by reviewing the eligibility determination to check for accuracy and completion.
  • Assist practitioners in communicating program eligibility criteria, including eligibility packet/application submission and income verification as needed. 
  • Take the initiative in the afternoon to create a new form, brochure, training document, spreadsheet, or newsletter.
  • Help with general administrative support functions or special projects including meeting minutes, filing, processing outgoing mail, and acting as back-up to fiscal and other administrative staff.
  • Finish the day providing general technical computer support to WIOA unit, using various software programs.
 
EDUCATIONAL REQUIREMENTS AND EMPLOYMENT EXPERIENCE

Required

  • High School Diploma or GED
  • Minimum two years’ experience in an advanced clerical, computer-oriented position, such as: Analyst, Operations Analyst, Business Analyst, Data Analyst, IS, IT, Administrative Specialist, Administrative Assistant, Program Specialist, Program Assistant, Financial Analyst, Social Services Assistant, Eligibility Reviewer, Case Worker, Case Manager, Data Assistant, Manager, Supervisor, or related field, but not exclusive
  • Demonstrated success working with advanced functions in: Microsoft Word, Excel, Access, PowerPoint, and Outlook; Oracle, and other business-related database software, as appropriate.
  • ​Ability to synthesize information from a variety of sources to draw conclusions and an ability communicate information (verbally and in writing) in a respectful manner that ensures full comprehension for all parties.
  • Able to work with minimal supervision and prioritize workload while maintaining confidentiality in a dynamic, fast-paced environment.
  • The ability and willingness to learn and become the Subject Matter Expert on WIOA law as it relates to reporting.
Preferred
  • A business school or college degree in: Information Systems, Computer Science, Finance, Business, or related field.
  • Experience in workforce development.
  • Demonstrated success working with people from a variety of backgrounds which may include disabilities, criminal history, homeless, family violence, poverty etc.
  • ​Daily availability of personal vehicle or alternate method of transportation sufficient to meet the daily transportation requirements of the position is a condition of employment. Copies of driver’s license and auto liability insurance coverage is required for personnel file at time of hire and annually thereafter.
  • Experience with or knowledge of SKIES/ETO software.
