The Benton-Franklin Workforce Consortium has been awarded the Benton-Franklin One-Stop Operator Contract. As a result, Career Path Services is seeking a visionary and inspirational leader to serve as the One-Stop Operator, providing human centered design and change management leadership at the WorkSource One-Stop Center in Kennewick!

The One-Stop Operator (a.k.a. Organizational Effectiveness Manager, Director of Organizational Development) would  coordinate communication and work with the Benton-Franklin Workforce Consortium, Benton-Franklin Workforce Development Council (BFWDC), and partners across the One-Stop Campus and the affiliated service locations. The One-Stop Operator works closely with the Consortium to strategically implement Workforce Innovation and Opportunity Act (WIOA) Integrated Service Delivery (ISD) within the WorkSource One-Stop Center. The stability of this position depends directly upon individual employee and team performance, goal attainment, and funding.

A successful One-Stop Operator will have an entrepreneurial spirit, be performance driven, able to work well under pressure and meet multiple and conflicting deadlines, and demonstrate cooperative behavior and strong initiative. The One-Stop Operator work autonomously and in a collaborative relationship with management, partners, and front line staff to meet goals of the program and fund source. In this role you will need an ability to adapt to a continually evolving environment, operationalize vision of the fund source, and an internal drive to develop and lead change initiatives designed to improve controls and methodologies.The primary goal is to create a seamless system of partners among workforce development, economic development, business, and community agencies in order to meet the needs of employers and job seekers in the Benton-Franklin Region. 

​In order to deliver on the aspirations of the Local Integrated Workforce Plan, the vision for a functionally integrated WorkSource Center, and WIOA, the Career Path Services is seeking an individual to serve as the One-Stop Operator. This individual must:

  • Be an inspirational, visionary, goal-driven, highly professional leader;
  • Achieve goals while utilizing an inclusive, partnership-based approach;
  • Balance the need for growth and progress with the need to involve staff and managers at all levels;
  • Be a skilled communicator;
  • Be flexible and willing to change, and provide change management, as the needs of the WorkSource System change;
  • Be willing to negotiate and compromise to achieve mutually beneficial goals;
  • Be someone who is willing to take risks developing and deploying new service strategies while working closely with partners to understand and mitigate certain risks;
  • Be willing to create a truly functionally integrated one-stop center, which will likely involve a partial to complete operational excellence redesign of the existing staffing and customer flow model at WorkSource Benton-Franklin;
  • Be sensitive to the feelings of WorkSource staff and management as they work through the changes associated with the new role of the One-Stop Operator;
  • Have a commitment to partnership; and be willing to work on behalf of the Benton-Franklin Workforce Development Council (BFWDC) to achieve its vision for a functionally integrated workforce system that is well-prepared to meet the needs of local businesses and job seekers.
 

The One-Stop Operator will be responsible for the following:

  • Convening Partnership meetings;
  • Assisting the BFWDC with coordinating Affiliate and Connection Sites, including assisting with the development of a training and communication plan for affiliated sites;
  • Leading and convening partners in the design and implementation of functional integration in cooperation with the Consortium and BFWDC, as defined by the Charter;
  • Leading the One-Stop Site Certification process for WorkSource;
  • Operationalizing the vision of the BFWDC for WorkSource Benton-Franklin;
  • Promoting the services available on the One-Stop Campus, including the development of marketing and outreach materials, with support from the BFWDC;
  • Being knowledgeable of the mission and performance standards of all partners and facilitating cross-training among all staff;
  • Evaluating customer needs and satisfaction data to continually refine and improve service strategies, including exploring implementing a real-time customer feedback model;
  • Serving as a liaison between the BFWDC and the Partnership (non-program related);
  • Ensuring that the BFWDC’s non-program-related policies and procedures are effectively communicated and carried out at WorkSource;
  • At the highest level, coordinating outreach to business and job seeker customers, which includes coordinating the development of marketing, outreach, and labor market information materials;
  • Working with the BFWDC to recruit and train additional partners in WorkSource;
  • Complying with all policies governing the operations of a one-stop center;
  • Working with the Partnership to determine a process for meeting the goals set forth in the Workforce Innovation and Opportunity Act;
  • Working with the BFWDC and partners to define and provide a means to meet common operational needs, such as training, technical assistance, and additional resources, etc.;
  • Facilitating sharing of data and information;
  • Representing the WorkSource Center at community meetings to promote services or discuss partnership opportunities; and
  • Ensuring non-program EEO requirements are met, including coordinating staff training, and assuring EEO posters and processes are in place. 

EDUCATIONAL REQUIREMENTS AND EMPLOYMENT EXPERIENCE

Required

  • A Bachelor’s Degree in: Business Administration, Human Resources, Social Work, Communication, Personnel Management, Sociology, Counseling, Public Administration, Education, Workforce Development, Psychology, Organizational Effectiveness, Organizational Development, Operational Excellence, Change Management, or Social Services’ related field. (Experience may be substituted for the degree requirement on a year for year basis).
  • Certified Workforce Development Professional (CWDP) credential (or ability to apply for certification within 2 years).
  • Minimum 3 years demonstrated experience in a management position with a community based organization specializing in workforce development, employment and training, education, organizational development, organizational effectiveness, operational excellence, change management, or related services.
  • Proven track record of building organization-to-organization relationships, and improving system effectiveness using both Human Centered Design and Change Management principles.
  • Demonstrated proficiency in project management and applying LEAN principles, including experience in building systems, measuring performance and customer satisfaction.
  • Skilled communicator and consensus builder with demonstrable success facilitating difficult conversations until achieving win-win outcomes.
  • Requires advanced level use of: Microsoft Word, Excel, PowerPoint, and Outlook; LinkedIn, and other business-related networking applications, as appropriate.
  • Must be able to work in a culturally diverse and fast-paced environment and demonstrate a commitment to diversity, equity and cultural competency.
  • Daily availability of personal vehicle or alternate method of transportation sufficient to meet the daily transportation requirements of the position is a condition of employment. Copies of driver’s license, motor vehicle record, and auto liability insurance coverage is required for personnel file at time of hire and annually thereafter.
Preferred
  • A Master's Degree 
  • Two years of experience in operating federal or complex programs.
  • A proven ability to develop a network of employment training and job placement resources with the private sector. 
  • Project Management and Program Implementation experience strongly preferred.
  • Demonstrated success working with people from a variety of backgrounds which may include disabilities, criminal history, homeless, family violence, poverty etc.
