We are seeking a visionary and inspirational leader to serve as the WorkSource System Coordinator (One-Stop Operator) providing organizational development and operational excellence leadership in the Olympic Consortium Region serving Kitsap, Clallam and Jefferson counties!


The WorkSource System Coordinator would lead and oversee day-to-day operations and coordinate communication and partnership with Olympic Workforce Development Council (OWDC).  This position partners to strategically implement and advance Workforce Innovation and Opportunity Act (WIOA) Integrated Service Delivery (ISD) through leadership and social engagement of WorkSource staff and community stakeholders, operational administration and reporting. 

A successful WorkSource System Coordinator will have an entrepreneurial spirit, be performance driven, able to work well under pressure and meet multiple and conflicting deadlines, and demonstrate cooperative behavior and strong initiative. The WorkSource System Coordinator works autonomously and in a collaborative relationship with management, partners, and front-line staff to meet goals of the program and fund source. In this role, you will need an ability to adapt to a continually evolving environment, operationalize vision of the fund source, and an internal drive to develop and lead change initiatives designed to improve controls and methodologies. The primary goal is to create a seamless system of partners among workforce development, economic development, business, and community agencies to meet the needs of employers and job seekers in the Olympic Region.

ABOUT THE JOB

The major responsibilities of this position include, but are not limited to:
  • With the Olympic Workforce Development Council, lead Olympic WorkSource, including site operations, space configuration, customer flow, and integration;
  • Convene Partnership meetings;
  • Develop a charter by leading and convening partners in the design and implementation of functional integration in cooperation with Olympic WorkSource;
  • Leading the One-Stop Site Certification process for WorkSource;
  • Operationalizing the vision of Olympic Workforce Development Council for WorkSource;
  • Promoting the services available on the One-Stop System, including the development of marketing and outreach materials, with support from Olympic WorkSource;
  • Being knowledgeable of the mission and performance standards of all partners and facilitating cross-training among all staff;
  • Evaluating customer needs and satisfaction data to continually refine and improve service strategies, including exploring implementing a real-time customer feedback model;
  • Ensuring that the Olympic WorkSource state and federal policies and procedures are effectively communicated and carried out at WorkSource;
  • At the highest level, coordinating outreach to business and job seeker customers, which includes coordinating the development of marketing, outreach, and labor market information materials;
  • Complying with all policies governing the operations of a one-stop center;
  • Working with the Partnership to determine a process for meeting the goals set forth in the Workforce Innovation and Opportunity Act;
  • Working with the Olympic WorkSource and partners to define and provide a means to meet common operational needs, such as training, technical assistance, and additional resources, etc.;
  • Facilitating sharing of data and information;
  • Representing the WorkSource Centers at community meetings to promote services or discuss partnership opportunities;
  • Ensuring EEO requirements are met, including coordination of staff training.

EXPERIENCE/POSITION REQUIREMENTS

Required
  • A Bachelor’s Degree in: Business Administration, Human Resources, Social Work, Communication, Personnel Management, Sociology, Counseling, Public Administration, Education, Workforce Development, Psychology, Organizational Effectiveness, Organizational Development, Operational Excellence, Change Management, or Social Services’ related field. (Experience may be substituted for the degree requirement on a year for year basis).
  • Minimum 3 years demonstrated experience in a management position with a community based organization specializing in workforce development, employment and training, education, organizational development, organizational effectiveness, operational excellence, change management, or related services.
  • Experience in leading teams.
  • Proven track of building organization-to-organization relationships, and improving system effectiveness.
  • Skilled communicator and consensus builder with demonstrable success facilitating difficult conversations until achieving win-win outcomes.
  • Demonstrated proficiency in project management and applying LEAN principles, including experience in building systems, measuring performance and customer satisfaction.
  • Requires advanced level use of: Microsoft Word, Excel, PowerPoint, and Outlook; LinkedIn, and other business-related networking applications, as appropriate.
  • Must be able to work in a culturally diverse and fast-paced environment and demonstrate a commitment to diversity, equity and cultural competency.
  • Daily availability of personal vehicle or alternate method of transportation sufficient to meet the daily transportation requirements of the position is a condition of employment. Copies of driver’s license and auto liability insurance coverage is required for personnel file at time of hire and annually thereafter.
  • Proof of COVID-19 Vaccination
Preferred
  • A Master's Degree
  • Two years of experience in operating federal or complex programs.
  • A proven ability to develop a network of employment training and job placement resources with the private sector.
  • Project Management and Program Implementation experience strongly preferred.
  • Demonstrated success working with people from a variety of backgrounds which may include disabilities, criminal history, homeless, family violence, poverty etc.
